IRC MOEA Convenes Second Meeting: Approval of 6 Significant Investment Cases Including Haiding Two and Yunneng Wind Power
On November 28, 2023, the Investment Review Committee (IRC) at the Ministry of Economic Affairs (MOEA) held its second meeting (reference 1), during which 6 major investment cases were reviewed, approved, and duly recorded.
1. Approval and Record of Investment Projects in this Meeting

2. Summary of Approved and Recorded Investment Briefs in the Meeting
2-1. Overseas Investments
(A) Through loan investments, French company TOTALENERGIES RENEWABLES SAS and UK company OSW INVESTMENTS TAIWAN JVCO 2 LIMITED have individually injected NT$5.03 billion into Haiding Two International Investment Co., Ltd., engaging in activities such as general investment.
(B) German company YUNLIN HOLDING GMBH has injected a capital increase of NT$17.98 billion into Yunneng Wind Power Co., Ltd., engaging in the development and construction of offshore wind farms.
(C) Through a loan investment, Canadian enterprise CDP GROUPE INFRASTRUCTURES INC. has contributed NTD 31.68 billion to the capital expansion of Mercury Taiwan Holdings Limited, involved in operations including general investment.
(D) Dutch company GE CAPITAL GLOBAL ENERGY INVESTMENTS B.V., has invested NT$2.345 billion in CHUNG CHIA POWER CO., Ltd., engaging in general investment businesses and other related activities.
2-2. Investments in Mainland China by Listed Companies (Project Review Cases)
KGI Bank Co., Ltd. has injected a capital increase of RMB 640,087,400 (approximately USD 87,688,803) into Suyin Kaiji Consumer Finance Co., Ltd., engaging in consumer finance-related operations.
