Taiwan Offshore Wind 3-2 Auction Announcement Officially: 6 Offshore Wind Projects Granted

Today (9th), the Ministry of Economic Affairs (MOEA) officially announced the developer selection and price ranking for Phase 3-2 of offshore wind power zonal development. A total of 6 developers, participating with eight offshore wind farm projects, underwent scoring and price ranking. Ultimately, 6 wind farms advanced to the ranking stage, with the final order as follows: Shinfox Energy (Yuanta), SRE (Formosa 6), Ørsted (Greater Changhua 3), CIP (Fengmiao II), Corio (Haidian I), and Enervest (InfraVest, DeShuai).
Due to overlapping areas in some projects, the Ministry of Economic Affairs stated that the capacity allocation results would be officially communicated to the developers after the overlap mapping of the maritime domains is completed. The related administrative contracts are expected to be signed by mid-November.
During the interview, Chung-Hsien Chen, Director of Energy Technology Division, Energy Administration, MOEA, stated that the developer selection for Phase 3-2 underwent qualification review and industrial relevance (localization) review, with the bidding process taking place today to confirm the bid prices. Out of the eight wind farms that bid, six advanced to the ranking stage after thorough reviews. The first-ranked project will receive 900 MW + 100 MW flexible capacity, the second 700 MW + 100 MW, and the third 500 MW + 100 MW, with the actual allocation pending mapping comparison and final results yet to be determined.
Ørsted's Greater Changhua 3 offshore wind farm ranked third but significantly overlaps with the second-ranked SRE Haiguang wind farm by 90%. The final capacity allocation for each developer will be announced by the Ministry of Economic Affairs. The total allocated capacity of 2.3 GW is below the original policy target of 3 GW, prompting media speculation about the possibility of additional developer selection in the future, awaiting a response from the Energy Administration and adjustments based on the final allocation results.
SRE states that Formosa 6, SRE’s offshore wind farm to be located off the coast of Changhua County with a target capacity of around 800MW, successfully earned recognition and excelled in various evaluations.
