Revision of Offshore Floating Wind Farm Demonstration Plan Extends Grid Connection to 2028
Bureau of Energy, Ministry of Economic Affairs (MOEA-BOE) held a "Explanatory Meeting for Floating Wind Demonstration Project Conference" on January 18th and revised the contents of the demonstration project for floating wind farms.
The revision adopted the opinions of offshore wind developers, and the revised contents are as follows:
.The original content before the revision was that the capacity limit of a single wind farm was no more than 50MW, and the total installed capacity of all demonstration sites was a maximum of 100MW. It is now adjusted based on the number of floating platforms, with a single wind farm capacity of 6 to 12 platforms as the upper limit. If the BOE calculates each platform at 15MW, the single device capacity can reach approximately 90 to 180MW, while the total installed capacity has increased to a maximum of 540MW.
.In terms of the number of project sites, the original 2 project sites have been modified to allow for the flexible addition of 1 project site (with a maximum of 3 project sites) depending on the situation.
.With regard to schedule, developers previously expressed the hope for more ample time to prepare. The BOE has retained the plan to select developers in the fourth quarter of this year, but the completion and grid-connection time has been adjusted from 2026 to 2028.
.In terms of evaluation criteria, in addition to the original technical ability (60 points) and financial ability (30 points), "domestic cooperation" is also required, accounting for 10 points of the total score. The BOE stated that while there is no special requirement for localization, it still hopes that industry players and domestic academic and research institutions will cooperate on issues such as design, manufacturing, operation and maintenance, and infrastructure.
