CIP Phase 3-1 Fengmiao Offshore Wind Farm Secures Contracts for Substructure Supply, Transportation, and Installation Ensuring 2027 Grid Connection

The Copenhagen Infrastructure Partners (CIP) today (17th) announced that the Fengmiao Offshore Wind Farm Phase 3-1 has signed contracts with Century Wind Power and CSBC-DEME Wind Engineering Co., Ltd. (CDWE) for the supply, transportation, and installation of foundations. This marks the first final contract for foundations in the Phase 3-1 wind farm.

Earlier this month, the Fengmiao OWF Project Phase 3.1 signed supply contracts with Century Wind Power and Century Huaxin for foundations and pin piles, respectively. The total contract value exceeds NT$12 billion. This collaboration with Century Group follows CIP's previous partnership in the Changfang and Xidao Wind Farm. According to the Phase 3-1 Industrial Relevance Policy, the local and international supply ratio is set at 60% to 40%. Consequently, the Fengmiao OWF Project Phase 3.1 also signed a supply contract with South Korea's SK Oceanplant for foundations this month.

Additionally, the Fengmiao Project Phase 3.1 signed the final contract with CDWE for the transportation and installation of foundations. This contract exceeds NT$10 billion in value and marks the third collaboration between CIP and CDWE, following the Changfang and Xidao and Zhong Neng Wind Farm. The project will once again utilize the Green Jade, the first locally built offshore wind installation vessel. Notably, during the first round of bidding for the zonal development in 2022, the Fengmiao OWF Project secured the Green Jade's availability with a deposit of several million euros, ensuring the vessel's exclusive use for the project to achieve the goal of grid connection by 2027.

Wen-Xiang Lai, Chairman of Century Group, expressed gratitude to the Fengmiao Wind Farm Phase 3-1 for their orders with Century Wind Power and Century Huaxin, which helped avoid a supply chain crisis. He emphasized that Century Group will leverage the spirit and accumulated experience from the Changfang and Xidao project to ensure the timely and quality completion of the Fengmiao Wind Farm Phase 3-1.

Wen-Long Cheng, Chairman of CDWE, expressed delight in collaborating with CIP again after the Changfang and Xidao and Zhong Neng Wind Farm. CDWE is committed to realizing industrial localization as a local maritime engineering contractor. The Green Jade has accumulated substantial engineering achievements within a year of delivery and plays a crucial role in Taiwan’s sustainable energy development.

Joris Hol, CEO of Fengmiao OWF Project Phase 3.1, noted that the wind farm submitted the administrative contract to the Ministry of Economic Affairs for signing in June last year, marking nearly a year since then. Over the past year, the development of the Fengmiao has significantly outpaced its peers, with multiple engineering and procurement contracts signed. The project aims to secure financial close by the end of this year, steadily advancing towards the completion and grid connection of the first wind farm in the zonal development phase by 2027, providing Taiwan's enterprises with a stable and abundant supply of green energy.

On the occasion of the first anniversary of submitting the administrative contract, the Fengmiao OWF Project Phase 3-1 has made significant progress in key supply contracts, including:
•  In June 2022, signed the final contract for onshore substation EPC with TECO Electric & Machinery.
•  In October 2023, signed the final contract for offshore substation supply with SEMCO-PTSC.
•  In October 2023, signed the final contract for wind turbine transportation and installation with Seajacks.
•  In April 2024, signed the final contract for wind farm operations and maintenance, meteorological observation, and climate window forecasting services with Hi-Res Energy.
•  In June 2024, signed a letter of intent for wind farm operations and maintenance services with Dong Fang Offshore, which has ordered a new commissioning service operation vessel (CSOV).

Marine Hsu, Regional President of CIP, stated that to maintain the goal of grid connection by 2027, financial close must be secured by the end of this year. This will allow the issuance of notices to suppliers to commence manufacturing and installation. Marina strongly recommended that the government accelerate bridging the demand for green electricity between buyers and sellers, enhance local capital injection into offshore wind investment, improve the investment environment for the third phase of zonal development, and save the supply chain from potential disruptions.
