The European Council, consisting of government ministers from the 27 member states, has signed off on the EU's low-carbon and hydrogen markets package, reforming the existing EU gas legislation. The gas package sets out solid rules for the organisation of the natural gas market and establishes a strong framework for the development of the future hydrogen market, including for dedicated hydrogen infrastructure. It contains specific rules for the transport, supply and storage of natural gas and hydrogen. The regulation will become directly applicable six months after its publication.

Changfang & Xidao Offshore Wind Farm (CFXD), invested and led by Copenhagen Infrastructure Partners (CIP), held an inauguration ceremony today (22nd). Nearly 200 distinguished guests attended to witness the inauguration of the wind farm, including Taiwan's Vice President Louise Hsiao, wind farm shareholders, syndicate banks and export credit representatives, supplier partners, and various dignitaries.

A report by the International Energy Agency (IEA) indicates that manufacturers of products such as electric vehicles, wind turbines, and solar panels will face challenges due to shortages of critical minerals, including copper, lithium, cobalt, and nickel. It emphasizes the need to increase investments in recycling and new mining projects. According to the analysis presented in the report, the projected global supply of lithium will only meet 50% of the world's demand by 2035; similarly, the projected supply of copper will only satisfy two-thirds of the demand at that time.

Siemens Energy and Danish state-owned Energinet announce a EUR 1.4 billion (DKK 10.5 billion) framework agreement on 16th to renew Denmark's energy infrastructure. To accelerate the green energy transition, Siemens Energy has been chosen by Energinet to deliver transformers and switchgears for high-voltage substations to expand the electricity grid in the country.

On 15 May 2024, the BayWa r.e. and Elicio consortium were awarded the AO5 tender to build the Pennavel floating offshore wind farm. The 250 MW Pennavel will be the first commercial floating offshore wind farm in the world to be awarded a long-term Contract for Difference (CfD), said the consortium. The offer proposed by the consortium amounted to EUR 86.45 per MWh and was selected following the examination of all projects by the CRE (Commercial Real Estate).

Executive Yuan Agreed Taipower Will Remain Integrated Energy Administration to Draft Amendments to Electricity Industry Law
The 2017 amendment to the "Electricity Law" requires Taipower to complete the separation of power plants and grids by the end of 2025 and split into three companies, including power generation, transmission and distribution, and electricity sales. The Energy Administration of the Ministry of Economic Affairs will submit a draft amendment to Article 6 of the Electricity Law in the second half of the year at the earliest.

Minister-Designate Guo Zhihui Affirms Nuclear Power is Not Green, Reiterates Commitment to Non-Nuclear Homes and Green Energy Development
During Minister-Designate Guo Zhihui's discussion with legislators about energy issues, concerns were raised regarding the classification of nuclear energy. The Ministry of Economic Affairs (MOEA) reported that in response to inquiries, Minister Guo-designate clarified that nuclear power is not considered green energy but is recognized as clean energy under international standards. Furthermore, it was confirmed that nuclear energy is excluded from the RE100 goal, which major companies on the island, including TSMC and Foxconn, are striving to achieve.
