Clear and Incremental Localization Policy is Key to Overcoming Taiwan Offshore Wind Challenges

K2'M has seven permanent establishments in the Asia-Pacific region, including Taiwan, and has extensive experience in offshore wind in Europe. Taiwan began devising a long-term, incremental plan for offshore wind years ago, and K2'M was involved from the beginning as the owner's engineer for Taiwan's first demonstration wind farm.
K2'M provided technical assistance to the client at every stage of the project and reviewed and developed the most profitable plan.
"A good project, it's a profitable project with a minimum of risk. In the latest auction, the difficulty is to compile the technological challenges of offshore, together with the competition due to the auction, the local content as well as the CPPA (corporate PPA). But accumulating all these challenges in the same auction became complicated. One way is to clarify the local content. Some clarification helping to have a more progressive local content deployment is important." Patrick Architta indicated.
Patrick has also identified an additional obstacle that the implementation of offshore wind in Taiwan currently faces, which is the issue of Corporate Power Purchase Agreements (CPPA).
"Nobody doubts that you have good companies with a good track record and a long-term vision for your industry. But they still don't have the bankability that international financing will require. So it's important that the authorities, the government, and the institutions also try to put a mechanism. A clear mechanism will ensure that the corporate PPA (CPPA) becomes bankable and makes all these projects feasible and profitable." Patrick said."
