A consortium of TotalEnergies and RWE has secured the Centre Manche 2 contract to build a 1.5 GW offshore wind farm off Normandy, the largest renewable energy project ever awarded in France. However, RWE has indicated plans to withdraw from the partnership, pending regulatory approval. TotalEnergies, the designated operator, will assume full responsibility and seek a replacement partner.
TotalEnergies emphasized the project as a landmark in its French operations, committing about EUR 4.5 billion—the company's largest domestic investment in three decades. The initiative is expected to create up to 2,500 jobs during construction, source equipment primarily from European suppliers, and begin power generation in 2033. Once operational, it will produce around 6 TWh annually, enough to supply more than one million households at EUR 66/MWh.
To reinforce local engagement, TotalEnergies will launch crowdfunding opportunities for Normandy residents and authorities, alongside a EUR 10 million territorial fund for training, education, and culture. The company also pledged EUR 60 million toward environmental and biodiversity measures. CEO Patrick Pouyanné highlighted the project's role in advancing France's energy transition and strengthening green electricity production at competitive prices.
