2nd Taiwan-Poland Hydrogen Working Group Meeting Convened to Deepen Bilateral Cooperation

To further deepen cooperation between Taiwan and Poland in the field of hydrogen energy, the 2nd Taiwan-Poland Hydrogen Working Group Meeting was successfully convened on the 16th. Hosted by Poland, the meeting was co-chaired by Mr. Chung-Hsin Chen, Deputy Director General of Taiwan's Energy Administration under the Ministry of Economic Affairs (MOEA), and Mr. Dariusz Kucel, Director of the Department of Electromobility, Fuels and Hydrogen Economy at Poland's Ministry of Energy.

The meeting focused on four key themes: policy advancement, decarbonization strategies and standards, green hydrogen production, and hydrogen refueling station development. Industry representatives from both sides shared concrete collaboration proposals, aiming to strengthen bilateral industrial linkages and jointly accelerate the deployment and application of hydrogen energy technologies.

During the meeting, Taiwan and Poland exchanged views on a wide range of topics, including hydrogen promotion policies, certification mechanisms for low-carbon hydrogen sources, the current state of green hydrogen production technology R&D, and demonstration projects for hydrogen refueling stations.

Industry representatives from both sides jointly explored several areas of potential collaboration, such as the application of water electrolysis–based low-carbon hydrogen production technologies for synthetic fuel manufacturing, supporting energy transition efforts in the fertilizer and refining industries, the use of fuel cell power generation for transportation and data center electricity supply, and certification frameworks for hydrogen buses.

In particular, given Poland's substantial demand for heat energy during winter, multi-use applications in which fuel cells or electrolyzers can simultaneously provide energy generation and heating were identified as promising areas for deeper bilateral cooperation going forward.

The operation of this working group builds upon the solid foundation established by the "Memorandum of Understanding on the Taiwan–Poland Working Group on Cooperation in Hydrogen Energy," signed by Taiwan and Poland in 2023. In September 2025, Deputy Director General Chih-Wei Wu of the Energy Administration led a Taiwan–Poland Hydrogen Delegation on a week-long visit to Poland. During the visit, the delegation held meetings with key government bodies, including the Ministry of Energy, the Ministry of Economic Development and Technology, and the Ministry of Climate and Environment, and conducted site visits to representative hydrogen industry organizations such as Promet-Plast, ORLEN, ZE PAK, Hydrogen Poland, and the Lower Silesian Hydrogen Valley Association.

Through multiple rounds of official engagement and industry dialogues, Taiwan and Poland have established closer alignment across hydrogen policy, technology development, and commercial opportunities, laying a robust foundation for future cooperation. Looking ahead, both sides will continue to leverage the working group as a communication and coordination platform to strengthen policy alignment and industrial value chain integration, actively explore additional avenues for collaboration, and jointly advance the diversified application of hydrogen energy in the energy transition, moving together toward a net-zero and sustainable future.
