PwC Taiwan Accredited by Ministry of Environment to Deliver Comprehensive Greenhouse Gas Verification and Assurance Services
As the Ministry of Environment (MOENV) officially began levying carbon fees this year on the first and second batches of regulated emission sources, it further announced in March that a third batch of emission sources will be required to conduct inventory and reporting starting in 2026. This third batch includes high energy- or fuel-consuming sectors such as service industries, transportation, healthcare institutions, colleges and universities, and small to medium-sized manufacturers, demonstrating the MOENV's determination to drive decarbonization efforts across various ministries.
PwC Business Advisory Services Ltd., a strategic partner of PwC Taiwan, was officially accredited by the MOENV in May 2025 as a qualified inspection body. Among the Big Four accounting firms, it is now the one with this specialized qualification, officially launching its professional inspection services for MOENV-regulated emission sources.
At the same time, under the Financial Supervisory Commission's sustainable development roadmap, listed companies are required to disclose greenhouse gas emissions that align with the financial reporting boundary. However, companies may face differing inspection standards. Some operational sites may conduct assurance under the ISAE 3410 standard, while manufacturing plants under MOENV regulation must comply with the "Regulations for Gas Emission Inventory Registration and Inspection Management" and the "Guidelines for Greenhouse Gas Emission Measuring" These entities must also undergo inspection by an MOENV-accredited inspection body in accordance with the "Guidelines for Greenhouse Gas Emission Inspection"
Andrew Lee, General Manager of PwC Business Advisory Services, stated that as a part of PwC Taiwan, the company brings extensive international experience and local expertise. This enables it to help businesses integrate data from different inspection frameworks, ensuring consistency and accuracy of emissions data, aligning with various regulatory requirements, and enhancing the credibility of disclosure. Being the first inspection body among the Big Four to be accredited by the MOENV reflects both the professionalism and credibility of our environmental governance capabilities as recognized by the authorities.
"This milestone not only underscores PwC's deep commitment to supporting Taiwanese businesses on their sustainability journeys," Lee added, "but also symbolizes the growing convergence between traditional financial auditing and sustainability practices." This cross-disciplinary approach enables PwC to offer integrated disclosure services encompassing both financial and environmental data, minimizing discrepancies caused by differing standards and boosting companies' market competitiveness and investor confidence in their sustainability performance.
PwC Business Advisory Services is committed to providing high-quality and consistent inspection services, covering the entire process from data collection and calculation to final inspection, ensuring full compliance with international standards and Taiwan's legal requirements. Moreover, PwC's professional team supports businesses in developing long-term carbon reduction strategies and actively addressing global net-zero emission trends to achieve sustainable development goals.
