The Ministry of Economic Affairs (MOEA) officially announced the "Industrial Relevance Plan for Offshore Wind Zonal Development"

  The Ministry of Economic Affairs (MOEA) officially announced the "Industrial Relevance Plan for Offshore Wind Zonal Development" (Stage 2: Applicable to those completed and grid-connected in 2028 and 2029). This policy is designed with 3 objectives: energy self-sufficiency, industrial resilience, and establishing an Asian base. The three approaches involve (1) offshore wind farm developers committing to implement the Industrial Relevance Plan independently; (2) ongoing development of industrial resilience, emphasizing industry clusters, facilitating investment, and fostering job creation; (3) execution methods encompass industrial procurement, industry collaboration (technology transfer, licensing, commissioned manufacturing), and industry investment (sole proprietorship, joint ventures).

  The Industrial Relevance Plan consists of the developer through a self-selected model, totaling 24 items, including options and localization factors. It employs a scoring mechanism with a total possible score of 120 points. To be approved, the reviewed score must be 70 points or higher.

Adjustment Highlights:
1. Increase the total score from 115 to 120 points.
2. Introduce a new subgroup for the monopile foundation.
3. Maintain the existing scoring for nacelle assembly, blades O&M, submarine cable, and tower schemes.
4. Introduce subgroup choices for turbine fastening and blade material.
5. Add 1 point for engineering design.
6. Add 2 points for domestically registered Marine Engineering and introduce a new subgroup.
7. Add 2 points for Turbine major facility operation and introduce a new subgroup.
