Formal Disclosure of Feed-in Tariffs for Renewable Energy in 2025 by the Ministry of Economic Affairs
The Ministry of Economic Affairs (MOEA) has completed the review process for the "2025 Renewable Energy Feed-in Tariffs and Calculation Formulas." The final announcement aligns with the previously published draft, maintaining a variety of incentives, including tariff levels, rewards, and accompanying mechanisms, to promote the development and installation of various types of renewable energy. Compared to 2024, feed-in tariffs (FIT) for rooftop solar photovoltaic systems between 1 KW and less than 10 kW remain unchanged from the second half of 2024, while other categories saw slight reductions. A new tariff category for small hydropower systems ranging from 1 kW to 100 kW was introduced to reflect differences in scale-related costs. Furthermore, all incentive measures and supporting mechanisms remain in place.
The FIT for various renewable energy categories in 2025 (details provided below) are highlighted as follows (identical to the draft):
1. Solar Photovoltaic Systems:
-Divided into 2 phases: the first half of the year (Phase 1) and the second half (Phase 2).
-Phase 1 tariffs range from NT$3.5337 to NT$5.7055 per kWh.
-Phase 2 tariffs range from NT$3.5037 to NT$5.6279 per kWh.
2.Wind Power:
-Tariffs remain at 2024 levels:
-Onshore wind power systems under 30 kW: NT$7.4110 per kWh.
-Onshore wind power systems above 30 kW: NT$2.1286 per kWh.
-Offshore wind power: NT$4.5085 per kWh.
3. Biomass Energy:
-Tariffs are consistent with 2024 levels:
-Biogas (with anaerobic digestion equipment): NT$7.0192 per kWh.
-Solid biomass fuels and agricultural residual resources: NT$5.1407 per kWh.
-Other categories: NT$2.8066 per kWh.
4. Waste-to-Energy:
-Tariffs remain at 2024 levels:
-General and industrial waste: NT$3.9482 per kWh.
5. Small Hydropower:
-Newly added 1-100 kW category: NT$4.9548 per kWh.
Other categories maintain 2024 levels:
-100-500 kW: NT$4.8936 per kWh.
-500-2,000 kW: NT$4.2285 per kWh.
-2,000-20,000 kW: NT$2.8599 per kWh.
6. Geothermal Energy:
-Tariffs remain at 2024 levels:
-Systems under 2,000 kW: NT$5.9459 per kWh.
-Systems above 2,000 kW: NT$5.1956 per kWh.
7. Marine Energy
-Tariffs remain at 2024 levels: NT$7.3200 per kWh.

The MOEA further clarified that public feedback received during the consultation period—including suggestions to maintain solar photovoltaic tariffs, refine capacity thresholds for small hydropower, increase tariff levels, classify marine energy more precisely, and establish floating tariffs for offshore wind power—was carefully considered. However, based on the principles of tariff determination and a comprehensive evaluation, the final decision adhered to the draft. The MOEA will continue to collect relevant data and adjust tariffs as needed.
Finally, the MOEA emphasized that the 2025 review process followed legal principles of fairness, impartiality, transparency, and rigor. The resulting tariffs are designed to suit Taiwan's developmental environment, laying a solid foundation for renewable energy deployment. The MOEA will persist with a prudent approach to addressing issues related to renewable energy feed-in tariffs to support Taiwan's renewable energy development.
