MOEA Appoints Chung-Hsien Chen as Deputy Director-General of the Energy Administration Leveraging Extensive Expertise in the Energy Sector

The Ministry of Economic Affairs (MOEA) today announced the appointment of Chung-Hsien Chen as Deputy Director-General of the Energy Administration, effective immediately. Chen, formerly Director of the Renewable and Prospective Energy Development Division, has played a pivotal role in advancing Taiwan's renewable energy and technological innovation policies. His promotion underscores the government's commitment to accelerating the nation's energy transition and driving forward-looking energy development.
Chen holds a Ph.D. in Chemical Engineering from National Taiwan University and has a distinguished record of public service. Since passing Taiwan's Senior Civil Service Examination in Chemical Engineering, he has served in a range of key administrative roles, demonstrating both technical expertise and exceptional leadership in energy policy implementation.
Chen has been a core member of the Energy Administration (formerly the Bureau of Energy, MOEA) since 2011, holding positions including Section Chief, Senior Executive Officer, and Division Director. Since his appointment as Director of the Renewable and Prospective Energy Development Division on September 26, 2023, he has led several high-impact initiatives that have advanced Taiwan's renewable energy landscape and international cooperation:
1. Accelerating Offshore Wind Development
Chen spearheaded Taiwan's offshore wind expansion, elevating the nation to second globally in newly installed capacity and fifth in cumulative capacity in 2024—ranking second in Asia. These achievements highlight Taiwan's growing influence in the global renewable energy arena.
2. Fostering International Energy Cooperation
Chen has led numerous cross-border energy dialogues and partnerships, including the 9th Taiwan–Netherlands Energy Technology Cooperation, the 6th Taiwan–UK Energy Dialogue, the 19th Taiwan–UK Renewable Energy Conference, and the 2024 Taiwan–Nordic Sustainable Energy Forum. He also previously served as Chair of APEC's Expert Group on New and Renewable Energy Technologies (EGNRET), strengthening Taiwan's voice in regional energy cooperation.
3. Advancing Next-Generation Energy Technologies
Under Chen's leadership, the Energy Administration has driven forward research and development in offshore wind, solar photovoltaics, carbon capture and storage (CCS), hydrogen energy, and energy storage systems, establishing a foundation for Taiwan's next stage of clean energy innovation.
4. Overseeing Major National Projects
Chen has also been responsible for overseeing several of Taiwan's flagship energy initiatives, including the Shalun Green Energy Technology Demonstration Site, the Kaohsiung Marine Science and Industry Park, and the National Renewable Energy Promotion Program.
With his extensive expertise in renewable and emerging energy technologies, Chen is expected to play a crucial role in supporting the Director-General and guiding the Energy Administration toward Taiwan's net-zero transition goals. His appointment reflects the government's continued focus on strengthening energy resilience, promoting sustainable development, and charting a comprehensive blueprint for Taiwan's energy future.
