Ørsted kicks off Greater Changhua 2b and 4 onshore substation construction, boosting local supply chain and job opportunities

  Ørsted today (18 May) held an onshore substation ground-breaking ceremony for the 920 MW Greater Changhua 2b and 4 offshore wind farms together with its EPC contractor, Taiwan Cogeneration Corporation (TCC). This marked the beginning of the wind farms' onshore construction phase and support to the local economy, job creation, and continuous growth of competent Taiwanese suppliers and sub-contractors.

  Under the onshore substation contract, TCC and its 100% subsidiary Star Energy Corporation (SEC) will be responsible for the design, engineering, procurement, construction (EPC), and commissioning of the onshore transmission system. More than 80% of the EPC contract will be executed by local sub-contractors and is set to create approximately 1,000 direct and indirect job opportunities.

  Per Mejnert Kristensen, President of Ørsted Asia Pacific, says: “We are delighted to collaborate with Taiwan Cogeneration Corporation, Star Energy Corporation and other local subcontractors once again to deliver a world-class transmission hub and the largest of its kind in Taiwan. We are committed to delivering on time, to the highest quality and safety standards whilst fulfilling our Environmental Impact Assessment responsibilities. As part of our efforts to develop Taiwan’s supply chain, this EPC contract will further enhance the capabilities of local suppliers and subcontractors to deliver infrastructure for large-scale offshore wind farms.”

  Steven Yang, Chairman of SEC, says: “We will build upon the experience and success of the previous 900 MW Greater Changhua 1 and 2a offshore wind farms to ensure the implementationof global quality, health, safety, and environment (QHSE) standards. We are glad that this time SEC will collaborate with previous subcontractors as well as work with new local companies such as CECI Engineering Consultants for building design and Ruentex Engineering & Construction for civil engineering.”

  The onshore substation and transmission system for Greater Changhua 2b and 4, located in the Changhua Coastal Industrial Park, play a crucial role to supply clean energy to the national grid. Ørsted will use 345kv high voltage system for the onshore substation, making it the first of its kind for renewable energy projects in Taiwan. There will be also a state-of-the-art culvert box that allows ventilation and protection of the cables to ensure safe and stable transmission of clean energy to the national grid throughout the wind farm life cycle.

  To ensure efficient and timely construction, the building will utilise a pre-cast method, which is safer and also offers additional advantages such as a shorter construction period, a 50% reduction in construction waste, and reduced noise levels during construction. Ørsted expects to complete the onshore substation by the end of 2025.
