Enhancing Sea and Air Rescue Capabilities: Establishing a Taiwan-Specific Offshore Wind Farm Joint Defense and Sharing Mechanism
Since the development of offshore wind in Taiwan, there have been multiple incidents requiring vessel and medical rescues at wind farms, underscoring the growing importance of ensuring the safety of wind farm personnel and equipment. In response to these challenges, the National Maritime Engineering Association (NMEA) organized a 2-day "2024 Offshore Wind Marine Salvage and Emergency Response Summit" on August 15 and 16. The summit was structured around four key themes: policy, industry, academia, and medical care. It aimed to collaboratively discuss and develop a disaster prevention and emergency response system tailored to Taiwan's unique geographical environment and the specific needs of its offshore wind power industry.

Vena Energy, based in Singapore, has entered into an investment agreement with MGen Renewable Energy to develop a 550MW solar PV project in Bugallon, Pangasinan, Philippines. The project, situated approximately 200km northwest of Manila, is set to commence construction later this year, with operations expected to begin in the fourth quarter of 2025. The project will span 590 hectares and require an investment of approximately US$565 million.

National Dong Hwa University (NDHU), commissioned by the National Science and Technology Council (NSTC), has embarked on a 10-year environmental monitoring project. According to Professor Shih-Chieh Chang, research reveals that solar panels have a reflectivity of only 10%, lower than the 15% of forests, challenging common misconceptions about solar panels' sunlight reflection. The university established the nation's first "flux tower" at a Fenglin Township, Hualien County solar power plant. Monitoring results indicate that air temperature above the solar field is higher than in forested areas. NDHU is collaborating with the University of Michigan on climate simulations to study the potential impact on surrounding communities further.

Yunneng Wind Power Completes Installation of All 80 Subsea Foundations for 640 MW Yunlin Offshore Wind Farm
Yunneng Wind Power Co., Ltd (YWPC) has announced the successful installation of all 80 subsea foundations for the 640 MW "Yunlin Offshore Wind Farm". This achievement follows the successful grid connection of half of the wind turbines and marks another significant milestone for YWPC. The project team has completed the installation of all 80 subsea foundations and 68 wind turbines, with 52 of the turbines now connected to the Taipower grid and generating electricity. Additionally, 56 array cables and 12 export cables have been laid. These advancements signify that the Yunlin Offshore Wind Farm has entered the final stage of its construction.

Vineyard Wind and GE Vernova have announced that U.S. safety officials have granted permission to resume limited construction on the Massachusetts offshore wind farm, where a turbine blade shattered last month. The project, co-developed by Vineyard Wind and Copenhagen Infrastructure Partners, was halted following the incident on July 13, which resulted in fiberglass debris washing ashore.
