Enhancing Sea and Air Rescue Capabilities: Establishing a Taiwan-Specific Offshore Wind Farm Joint Defense and Sharing Mechanism
Since the development of offshore wind in Taiwan, there have been multiple incidents requiring vessel and medical rescues at wind farms, underscoring the growing importance of ensuring the safety of wind farm personnel and equipment. In response to these challenges, the National Maritime Engineering Association (NMEA) organized a 2-day "2024 Offshore Wind Marine Salvage and Emergency Response Summit" on August 15 and 16. The summit was structured around four key themes: policy, industry, academia, and medical care. It aimed to collaboratively discuss and develop a disaster prevention and emergency response system tailored to Taiwan's unique geographical environment and the specific needs of its offshore wind power industry.

Vena Energy, based in Singapore, has entered into an investment agreement with MGen Renewable Energy to develop a 550MW solar PV project in Bugallon, Pangasinan, Philippines. The project, situated approximately 200km northwest of Manila, is set to commence construction later this year, with operations expected to begin in the fourth quarter of 2025. The project will span 590 hectares and require an investment of approximately US$565 million.

The Hai Long Project Officially Announced the launch of 14 MW Production Line with Siemens Gamesa at the Taichung Nacelle Factory
The Hai Long offshore wind power project (hereinafter referred to as the Hai Long project) announced today (15th) the official opening of its nacelle factory in Taichung, in collaboration with Siemens Gamesa. This partnership involves the expansion of Siemens Gamesa's nacelle assembly plant in Taichung, dedicated to producing 14 MW wind turbines for the Hai Long wind farm. The completed nacelle factory is expected to begin supplying turbines for the Hai Long wind farm in the second quarter of 2025, with offshore installation scheduled to commence in the same year.

Siemens Gamesa has Officially Commenced Production of the 14 MW Wind Turbines in Taichung New Nacelle Factory
Siemens Gamesa's new Taichung nacelle factory expansion project has been completed at the end of 2023 and officially commenced production on August 15. The factory specializes in manufacturing the latest 14 MW offshore wind turbine nacelles for Taiwan's offshore wind farm industry. This production milestone marks Siemens Gamesa's commitment to Taiwan's offshore wind energy sector. The Taichung nacelle factory underwent renovations and expansions in 2022, upgrading its production line from the original SG 8.0-167 DD to the new SG 14-222 DD offshore wind turbine, increasing the capacity from 8 MW to 14 MW. It is projected that by the end of 2026, this facility will create 300 job opportunities.

The Ministry of Trade, Industry and Energy recently announced the "Offshore Wind Competitive Bidding Roadmap." According to the roadmap, the Ministry will conduct competitive bidding for up to 8 GW of offshore wind projects over the next 2 years, from the second half of this year to the first half of 2026. This capacity is fifty times larger than the current installed capacity of 158.5 MW, and including last year's 1.5 GW tender, approximately 10 GW of offshore wind projects are expected to be under construction.

In response to the Taiwan government's energy transition policy, CPC Corporation Taiwan (CPC) is actively promoting the development of green energy and carbon reduction technologies in Taiwan, alongside the growth of related industries. On the 6th of this month, CPC signed a Memorandum of Understanding (MOU) with Academia Sinica and National Central University (NCU) to jointly advance geothermal research, exploration, and development technologies in Taiwan. LS Marine Solutions has signed an agreement with Dong Fang Offshore (DFO) in Taiwan for a Service Operation Vessel (SOV) lease service. and has announced participation in a domestic tender in South Korea. LS Eco Energy's representative and Pauline Chen, CEO of DFO, together signed an agreement on the 7th to support offshore wind farm construction operations. During the construction of offshore wind farms, the SOV can provide high-quality accommodation and dining services by connecting to the wind turbines and can remain at sea for over 10 days, earning the nickname "five-star hotel at sea."
